介護保険は現代ならではの保険
1990年代後半あたりから、日本では深刻な高齢化問題が社会問題として取り上げられるようになりました。団塊の世代やベビーブームによって生まれた世代が高齢化し、その一方で少子化が進んだことで、全体の人口の中で高齢層が占める割合が圧倒的に高くなったからです。
それによって高齢者への生活保障、特に要介護者に対しての保障の整備が急務となり、2000年に介護保険制度が誕生しました。
介護保険制度によって受給できる介護保険金によって、高齢者の介護に関する負担を和らげるための保険ですね。
当然そのためには、介護保険料を支払う必要があります。
介護保険は、介護を目的とした行為を補助するための保険で、他の保険同様、公的なもの、民間企業によるものの2通りがあります。
民間の介護保険の場合は、介護一時金、介護年金など、様々な種類が存在します。
まだ生まれてからあまり経っていない保険なので、時代のニーズに合わせて調整しているという段階です。
介護保険料に関しても、公的な保険と民間の保険でやや差が大きかったり、同じ民間でもサービス内容に差があったりなど、今後改善していくべき点はまだまだありますが、高齢化社会の定着によってかなり力が入れられている事業となっており、保険の中では急速に進化している分野でもあります。
介護保険制度の登場によって、介護というもののあり方がかなり変わりました。
同時に、病院のあり方も変わってきています。
そういう意味では、介護保険制度は社会の骨組みを変えた保険と言えるのかもしれません。
